Attorney Chen holds a Master’s degree in Engineering (Applied Mechanics) from National Taiwan University. With nearly two decades in the private sector, he began his career in R&D at an American company, obtaining international patents, and later served as a Patent Examination Commissioner for the Republic of China (Taiwan). He then transitioned into venture capital and the semiconductor industry, progressing through various management positions and ultimately advancing to senior executive and board member roles. Subsequently, Attorney Chen passed both the Judicial Officer Examination and the Taiwan Bar Examination (Intellectual Property Specialty) in the same year—making him one of the very few judicial officers who combine an engineering background with extensive business experience.

Judicial and Prosecutorial Experience: Attorney Jackson Chen has extensive hands-on experience in both prosecution and judicial practice. During his career as a prosecutor, he held two key roles: as an Investigative Prosecutor, leading case investigations and gathering evidence, and as a Public Prosecutor, where he presented cases and managed courtroom strategies. As an Investigative Prosecutor, Attorney Chen handled close to a thousand cases annually, developing deep expertise in building cases and overseeing investigations. As a Public Prosecutor, Attorney Chen managed over a hundred trials each month — more than a thousand per year — including high-profile cases like the Tainan Police Murder Case, one of the rare capital punishment cases in recent years, and the 88 Shooting Case. These roles allowed him to develop valuable skills in case investigation and courtroom litigation.

These experiences have also given him a deeper understanding of the law — not just the statutes but also the reasoning and case-handling processes within the judicial and prosecutorial systems.

Outstanding Case Results | Breakthrough in Citizen Judge Mock Trials: In his roles as both an Investigative and Public Prosecutor, Attorney Chen consistently achieved a case success and retention rate of over 90%. While representing the Tainan District Prosecutors’ Office in Citizen Judge Mock Trials, this case stood out as the only one among six mock trials conducted at the Tainan District Court over two consecutive years where the Citizen Judges imposed a sentence higher than the original case sentencing. (This outcome demonstrates that the prosecution’s arguments and legal reasoning gained recognition from the majority of Citizen Judges.)

Both the Tainan police murder case and the mock trial were outcomes of teamwork and dedication. Key contributors included Chief Prosecutor Tsai Ming-Ta, Prosecutor Huang Yen-Hsiang, as well as Prosecutors Su Sheng-Han and Liao Yu-Ling, who attended the trials together. We extend our respect and gratitude to all of them.
