Attorney Chen served as a Prosecutor at the Tainan District Prosecutors Office for many years, specializing in general criminal cases and various major criminal matters. Attorney Chen holds a Master of Engineering in Applied Mechanics from National Taiwan University. Prior to his legal career, he spent nearly two decades in the private sector, beginning in R&D at a leading U.S. corporation, where he obtained multiple international patents and subsequently served as a Patent Examiner for the Republic of China (Taiwan).
He later transitioned into venture capital and the semiconductor industry, holding various management positions and ultimately ascending to the roles of Senior Executive and Board Member. In a remarkable achievement, Attorney Chen passed both the National Judicial Officer Examination and the Taiwan Bar Examination in the same year, making him one of the few legal professionals to possess both a rigorous engineering background and extensive corporate leadership experience.

Judicial and Prosecutorial Experience: During his tenure as a Prosecutor, Attorney Chen served as an Investigative Prosecutor, leading case investigations, and as a Public Prosecutor, managing courtroom litigation. In his role as an Investigative Prosecutor, he handled nearly a thousand criminal cases annually; as a Public Prosecutor, he conducted over a hundred trials per month, including high-profile cases such as the Tainan Police Murder Case (a rare capital punishment case in recent years) and the 88 Shooting Case. Through these high-pressure roles, he developed profound investigative expertise and honed a sophisticated understanding of judicial logic and prosecutorial processes.
Outstanding Case Results | Breakthrough in Citizen Judge Mock Trials: Attorney Chen consistently maintained an indictment conviction rate and judicial retention rate of over 90%. Representing the Tainan District Prosecutors Office in Citizen Judge Mock Trials, his case was the only one among six mock trials conducted at the Tainan District Court over two consecutive years where the Citizen Judges imposed a sentence higher than the original judgment. This outcome demonstrates that his legal arguments and persuasive reasoning gained high recognition from both professional and citizen judges.
